Start up Splendid City and make sure you have your scheduling options 'Location designation style' set to revolving (see above), and Conflict checking set to global (see below). Also in your 'Scheduling' preferences --> 'Conflicts & Constraints' tab --> 'Constraint Options' have 'When revolving locations, use priorities to resolve constraints' option checked.
